Pro CHA-CHA?
I know, I know. Uber late na reaction ko sa issue na ito. Pero its better late than pregnant diba? I mean, its better late than absent...Ok, enough of the horse talk. Just want to share my dos sentimos regarding this issue.
Obviously the popular argument against Cha-Cha is Arroyo staying in power. But then again, that has been the SAME argument every time a president proposes cha-cha, like Ramos in the 90's. So it seems to me, it really doesn't matter who is the president in the office currently. When he/she proposes cha-cha, it will ALWAYS be opposed citing a power grab. The result of course is nothing changes in Philippine politics, in fact it only promotes the status quo which I know everyone abhors, citing rampant corruption and the like. I actually don't blame us for that. The Filipinos don't want a repeat of what happened in the Marcos regime. But sometimes I wonder if we are not holding back the country because of.....fear. Let's do a little mental exercise...for a minute, let's imagine there is no concern about the current president......mahirap pero let's try.....imagining...imagining....ok ay... Now let's ask ourselves...is Cha-Cha good for the country? Here are some of the main reasons that's been given for why Cha-Cha is good for us. • it will streamline government, instead of legislation going through 2 houses of congress it will only go through 1 • the different regions of the Philippines will have better representation in government, the country will be divided into several autonomous states (aka, federalism, like in U.S.) and each state can vote for their own senators instead of a national vote • it will help with the muslim conflict, having a state that they are the majority in and be in charge in will promote peace in the country (hopefully) • it will hamper corruption, having separate states in charge of its own welfare will promote good through competition, those states that are less corrupt will have more business going to them and people will likely migrate to them as well, and those states who are more corrupt will lose business Sounds very good right? Okay, back to reality, given all these basic benefits (and I'm sure there are others), is it not worth the RISK of possibly having Gloria again in power in a few years? If majority of Filipinos really dislike Arroyo that much then why would we fear her coming back to power anyway and so what? Something every Filipino should REALLY consider, instead of just basing our sentiments on FEAR. Our country has to move forward. I hate to be a conspiracy theorist, but sometimes I wonder if those in government who are opposing cha-cha do so just so the Philippines will stay the same...corruption included. Wala lang...gusto ko lang magshare ng opinyon. Nakainom kasi ako ng kape ngayong umaga kaya kung ano-ano sinasabi ko. But remember looking at the other side of the coin is always an option. On a side note, you know what I really hate about the anti-con-ass thingie, is that our beloved trapo (slash) running-for-president-politicians (slash) entertainers, is using it to fuel their blasted campaign propagandas at para pabanguhin na rin ang pangalan nila para mas madali nilang maloko ang bobong pilipino..

I was never a PRO-GLORIA, in fact I really hate her guts and the sight of him in malacanang makes my blood boil. But, then again, her cha-cha might be the key for the change that I want to see in the future...

Kasi naman, they are always opposing charter chang because of political motives. Eh pwede namang maglagay ng provision to the effect that the incumbent will not benefit from any of the amendments on the present charter, para lang maalis ang anumang ispekulasyon.
Charter change is good if we look at it objectively. Sana lang magawa nila ang karampatang pag amyenda sa tamang panahon at pagkakataon.

Kung titingnan mo nga kung ano yung mga dapat binabago sa Konstitusyon, katulad ng economic provisions, another form of government, political dynasty, election, at marami pang iba, makakabuti naman ito para sa publiko. Nauunahan lang ito ng political motives ng iba kaya naman naaapuntahan na rin takot ang publiko.
Pero kung iisipin, sa tamang panahon at pagkakataon, at sa tingin ko ay dapat itong gawin sa simula ng panibagong administrasyon, magagawa nating amyendahan ang mga dapat amyendahan sa Konstitusyon.

![]() kasama ba sa economic provision ang pagbebenta ng lupa natin sa mga foreigner? katulad ng kapitbahay ko na aleman, investor cya dito, gusto nya bumili ng lupa para sa factory nya kaso sa batas natin bawal cla mag may ari ng lupa unless na mag asawa cla ng pinay at yun naka pangalan sa titulo na hindi naman gagawin ni aleman at baka magoyo cya.
the question is:
ar we ready for it? will it not promote MORE on factionalism? what if the 'autonomous state' does not have enough capital to go with, where will get its resources? db sa national pa rin? o federal reserve? di kya umangal ang iba? kung ganun? what about the AFP? or PNP? different laws per state? will there ne a national guard like in U.S., wherein every state has? What about the justice system? Especially down here?If the muslim states go with the sharia law prosecuting a christian...what will the neighboring 'state' react? bottom line, it is good on paper, in reality.. ![]() basta ako 'bunker mentality'...ipon na kau ng armas at bala mga utak pulbura at pag nagkataon me pang resbak kau. ![]()

how will the neigboring..... or : ....what will be the neighboring state reaction? correction tangke, malabo na mata mo.
look we all know what's their main goal on implementing the charter-change right? are we really that naive and stupid to believe that the intention of doing cha-cha is to create a better solution to the staggering country that we are in? geez... if federalism is the solution why didn't they implement these a long time ago?
and a sudden rush to push con-ass? c'mon!!!

although madameng positive features yan, kung nabasa mo lang yung ung senate joint resolution no. 10, sabi dun sa draft magkakaron ng six (6) senators to represent each region & nine (9) senators to represent citizens overseas ibig sabihin mas dadame ang pasasahurin. sa kalagayan ng bansa na madameng utang nakow nde pwede yan. kung mababasa mo lang ung sjr no.10 na yun nde papaboran yun ng maraming tao.dun pa din ako sa pananaw ko sa post ko, nde kailangang baguhin ang sistema ng gobyerno at nde napapanahon ang cha cha. nde ang konstitusyon o ang sistema ng gobyerno ang me problema kundi ung mga namumuno. kahit anong sistema pa yan kung makasarili, gahaman sa pera at kapangyarihan balewala din, sa basurahan pa din pupulutin ang pinas.

jejeje...babaguhin ang konstitusyon to serve their interest. not the people....susme luma na yan mag circumvent ng batas para mapalusot ang may sala o magpalawig pa ng kapangyarihan at pera. tanung ng isang magaling na forumer dito na ang pangalan ay julian21 ba yun?>>> ikaw ba ay sumasakay lang sa mga anti chacha pero hindi naman naiitindihan ???...parang tinanung eto kay riddler888 tanung ko sau: ikaw ba ay sumasakay lang sa agos ng kontra cha cha? ![]() [ alam ko nagbabasa ka ]

pare-pareho lang. kaya masama ang impression ng tao sa cha-cha e.ikaw ba ay sumasakay lang sa agos ng kontra cha cha? sa totoo lang, nung una gusto ko din ng pagbabago sa sistema baka sakali umunlad na ang pinas kc yung ibang bansa na me ganito ganyang sistema maunlad naman cla. pero sa isang banda, naisip ko, if those politicians are d same leaders to serve our country hahaha kahit anong sistema i-adopt balewala din pahihirapan lang ng mga yan ang pilipino. nakikita naman kc na lahat cla nagmamarunong, ang pagkakaluklok sa mataas na posisyon isang medalya, plus ang pera na makukuha nila sa public service kuno pero wala namang totoong pagmamahal sa bayan.

if it is through congress acting as constituent assembly gugulong na lang ako. karamihan sakanila nde nila sinusuri yan basta aaprubahan na lang nila, ang alam lang nila cla ang magbebenifit dun
to be honest yung sinasabi nilang mawowork out nila ang problema ng bansa pagnagkaroon ng cha-cha palabas lang nila yun. di naman kailangan ng cha-cha o bagohin kung ano ang nakalahad sa consitution ng bansa. kailangan nilang magdagdag ng mga provisions at mga batas para magkaroon ng tamang sistema ang bansa. di solution ang magpalit ng gobyerno from president to prime minister? pfffttt..
dapat iamend nila ang mga batas na matagal ng nakaipit sa kabinet nila, me nabasa akong inauthor ni lacson tungkol sa batas na nagbabawal sa dynasty type of politics. and for the fifth times i will say this "its not the government or the system, its the people whose running the nation that needs to be change"

Point taken.
The Article is just based on plain POV of the author. Trip ko lang magsulat ng mga bagay-bagay na sarkastiko kong inaaprubahan kahit na ayaw ko (in other words, anti con-ass ako). On a side note, I strongly believe in your closing words. Sa palagay ko ok rin sana yung cha-cha as a governing system, problema nga lang is yung nagpapalakad. Wala kasi assurance na may benefit tayong makukuha in the long run.
Time and again charter change has been proposed and it has been rejected as well. Charter change has been proven to be necessary for the longest time and yet id does not materialize because of the constant opposition of the political opposition. It is always seen as a way to extend the term of the incumbent. Even during Ramos' term that was the reason why it was opposed. That's already in the minds of those selfish politicians who want to take over.
It may be done but only within the proper time frame. It cannot be done in a rush otherwise there might be even worse provisions that might be included.

Madami ngang batas, minsan kulang sa enforcement. Pero marami ding batas na hindi na angkop sa kasalukuyang panahon. Yun nga ang silbi ng pag-aamyenda. Yaang konstitusyon natin na luma na ay may mga probisyon na hindi na nababagay sa kasalukuyang panahon. Iyong phrase na palaging binabanggit na "economic provisions", ay hindi gaanong maintindihan ng taumbayan. Kailangan pang ipaliwanag ng konti ang ibig sabihin nito para hindi maloko ng mga kontra ang mga Pilipino na puro masama lang ang epekto ng cha-cha.

Hmmm. The articles just an opinion. I'm just pointing out its (cha-cha's) possibilities and good point. I didnt bother mentioning the bad ones kasi sigurado naman ako na kayo magbibigay nun. Well, as for me, anti-chacha pa rin ako. Trip ko lang talaga maging abnoy kaya ko pinost yan

kung mababsa mo yun article ni Fr Joaquin Bernas SJ sa Inquirer kahapon maganda...sbi nya parang ganito:paano natin gagawin ang pagbabago? amendment ba o revision? maganda mag post ka na good / bad ponts ng cha cha para ma educate din ako ng ibang contributor. natatwa ako sa isang bobong forumer dito na nagtanung ko sumasakay lang daw ung isang foeumer din sa anti-cha cha. ang tanung : di ba lahat tau nakasakay sa balangay na ang tawag pilipinas? his/her witticism is priceless....sarap konyatan sa nuo.

(tenks in adbans!)Anyways, like I said earlier, I didnt bother mentioning it na senyor (pero aminado din ako na mali yun sa part ko ). Kasi medyo confident ako na maraming kokontra :tago: (obyus na pala-asa ako sa ibang forumer). At ok naman, kasi mukhang everything turned out as planned.
